VDOT outlines maintenance and projects; Board approves Secondary Six‑Year Plan and adds Mountainaire Road to potential unpaved projects

VDOT Resident Engineer Brian Casella updated the Board on maintenance work, surface treatments and construction projects across Franklin County and noted upcoming work on several routes. He listed completed mill‑and‑overlay projects and ongoing pipe replacement and resurfacing activities, and he said a new traffic pattern on Wirtz Road/Route 220 would begin June 1 at 7 p.m.
Staff and VDOT presented the draft Secondary Six‑Year Plan (SSYP) for FY2027–2032. The draft plan allocates $2,188,410 at the residency level and includes funding for several rural rustic projects and countywide cost centers. VDOT staff explained FY2032 TeleFee and District Grant Unpaved allocations available to program an additional unpaved road; county staff and several supervisors recommended Mountainaire Road be added to the list of candidates. Public hearing testimony asked that Crowell Gap Road be considered as well.
After the public hearing, Supervisor Mike Meredith moved to approve the SSYP as presented; the motion passed unanimously (RES #11‑05‑2026). Casella clarified that TeleFee relates to telephone fees rather than fiber and noted the county still has about 90 miles of unpaved roads. The Board heard no objections to adding Mountainaire Road to the bottom of the program list, with staff noting it would likely remain several years from programming given funding levels.
VDOT also noted preliminary engineering schedules for several Smart Scale projects and listed anticipated construction windows for local corridor improvements and bridge work.
