Morrow to add grant-acceptance resolution after $1 million Department of Natural Resources award for Barton Memorial Park

City Manager Jeff Baker told the council the city received an acceptance letter for a $1 million grant from the Department of Natural Resources for the first phase of Barton Memorial Park, with a required 50% local match. Baker said the land was bequeathed for park use and presented conceptual designs that include pickleball/tennis courts, pavilions, a children’s playground, flexible lawn areas and walking paths with bridges across wetlands.
Resident Bill Henley asked how the project would preserve the ecology of the site. Baker and Mayor John J. Lampl II said the project would improve water quality and incorporate native plants to address existing runoff from I-75.
Mayor Lampl then called for a motion to add a resolution accepting terms of the Land and Water Conservation Fund grant to the Regular Meeting agenda. Councilwoman Renee S. Knight moved to add the resolution and Councilman Khoa Vuong seconded; the motion passed unanimously.
Why this matters: the grant provides significant matching funds to develop a park on land restricted to park use, shaping recreation and open-space planning and requiring the city to secure matching funds.
What’s next: the council added the resolution to the Regular Meeting agenda for formal acceptance and any required match commitments.
