The City of Morrow Council on Aug. 12 heard a public hearing on the city's 2025 property tax and received the first reading of an ordinance to set the millage rate.
City Manager Jeff Baker told the council the city has tentatively set the 2025 millage rate at 7.514 mills, the same nominal rate as the prior year. Baker said state changes under House Bill 581 and higher property assessments require the city to describe the tentative rate as a tax increase of 10.78 percent for notification purposes.
Ordinance 2025-05, introduced at first reading, formally presents the millage rate and includes information on rolled-back rates and the disclosures required by law. The ordinance was made available for public review; the transcript does not record a final adoption vote on Aug. 12.
The public hearing was recorded as closed at 7:43 PM. The meeting record also lists an adjournment time of 7:35 PM; the transcript contains inconsistent timestamps for the close of the hearing and the time of adjournment.
Next steps: the ordinance remains at first reading in the record provided and would require the council to take any further formal vote or adoption action at a subsequent meeting, per the usual ordinance process.
