Two Harbors council adopts 2% property tax levy and approves 2023 budget

The Two Harbors City Council voted unanimously on Dec. 5 to set the 2023 property tax levy at a 2% increase and to adopt the city’s 2023 budget. Councilors cast roll-call votes in favor of RESOLUTION NO. 12-345-22 (levy) and RESOLUTION NO. 12-346-22 (budget).
Finance Director Pietila presented the levy and budget at an advertised public hearing, telling the council the adopted levy increase of 2% was lower than an earlier proposed 4% level and reviewing the budget factors and a property-tax comparison that showed how market value changes affect individual bills. The hearing record states Pietila “reviewed factors influencing the 2023 Budget and provided a 2023 property tax levy comparison showing the affect of market value increases.”
Resident Jan Gothier of Harbor Hills Drive told the council that rising property taxes have become a hardship for her and her husband and asked the council to consider reducing spending. No other speakers offered comment during the hearing before the council closed the public comment period and reconvened the regular meeting.
Both resolutions were carried by unanimous yea vote of all council members present on the roll call. The meeting minutes record six members present: Councilors Woodruff, Glaser, Rennwald, Passe, Erickson and President Ben Redden.
The council provided no further public schedule for additional hearings on the levy; the resolutions were adopted that night and recorded as RESOLUTION NO. 12-345-22 (levy) and RESOLUTION NO. 12-346-22 (budget).
