Mills County supervisors approve consent agenda, personnel changes and set July hearing on residential care ordinance

At their June 16 meeting the Mills County Board of Supervisors approved the consent agenda, accepted FY27 Secondary Roads salaries, approved a wage increase and one appointment in the Treasurer’s office, tabled the ICAP renewal and Homebase Iowa signs, heard updates on roads and storm recovery, and set a July 7 public hearing on Ordinance 26-06 (Residential Care Facilities).
The Mills County Board of Supervisors met June 16 in Glenwood and approved routine business and personnel items during a roughly 1½-hour session.
The board unanimously approved the consent agenda (motion by Supervisor Lonnie Mayberry, seconded by Supervisor Jack Sayers) that included the meeting agenda, the June 9 minutes and a fireworks permit for 25616 Irish Ave for July 4, 2026. Supervisor Mayberry moved, and Supervisor Sayers seconded, to accept FY27 Secondary Roads department salaries; that motion carried 3-0.
County Engineer Jacob Ferro updated the board on road projects and storm recovery: rejuvenation on 221st Street is complete, L63 in Malvern is nearing completion, Deacon Road stabilization is nearly finished, and washout repairs from recent storms continue. Ferro said a CAT grader purchase and surplus-equipment auction items will be brought back for board approval. Supervisor Sayers noted that tree debris may be disposed of at the Loess Hills Landfill at no cost.
Jake Zimmerer of Eagle Engineering briefed the board on the Pony Creek HOA #1 water project and reported that SWIPCO certified residents as low-to-moderate income (LMI), allowing use of county LMI funds. Silver City water projects were discussed briefly.
Aaron Aistrope of Aistrope Insurance presented the annual ICAP renewal and discussed increasing coverage; the board tabled action on the renewal until the next meeting. Gitzy Loder of the Mills County Chamber requested $600 to develop a community profile and recruitment one-sheet to attract businesses.
Sheriff Greg Schultz reported on jail hiring efforts and storm-damage recovery, including a pending insurance assessment and mud issues in the parking lot and roadway; the City is coordinating with the railroad on a mud washout.
Treasurer Melissa Loghry brought three personnel items that the board approved: a wage increase for employee Kate McNutt to $52,554 per year effective June 15, 2026, following successful completion of probation; appointment of Michelle Howell as Motor Vehicle Deputy effective June 29, 2026, for a one-year term at 80% of the Treasurer's salary; and a motion (moved by Supervisor Jack Sayers, seconded by Supervisor Lonnie Mayberry) to set a public hearing on Ordinance 26-06, "Residential Care Facilities," for July 7, 2026, at 8:15 a.m. (Ordinance 26-06 is a revision of Ordinance 26-01.)
Action on Homebase Iowa signs was tabled; the board requested a list of proposed placement locations from Mills County Veterans Affairs. The meeting concluded with board committee updates and adjournment at 9:44 a.m.
