Moultonborough selectmen approve pay study, police policies and town‑hall architect hire

Moultonborough — The Moultonborough Board of Selectmen on June 16 voted unanimously on a package of personnel, policy and facilities measures, approving a municipal pay and classification study contract, updated police department policies and architect services for Town Hall renovations, among a series of routine administrative actions.
HR Director Robin Reade told the board she had interviewed several firms and recommended Rethink Local as the best fit to conduct a municipal pay and classification study. Vice Chairman Charles M. McGee moved to hire Rethink Local for the work “up to the amount not to exceed $24,500” and to authorize Town Administrator Angela Bovill to sign the proposal; Selectman Karel A. Crawford seconded and the board approved the motion 5–0.
Chairman Kevin D. Quinlan said the police policies before the board had been reviewed by Dirigo Safety LLC, Lieutenant Mark Cavic and Primex Legal. Selectman James F. Gray moved to approve four updated Police Department policies — Allowable Hour of Work; Critical Incident Stress Management; Promotion Policy; and Uniform Appearance. Selectman Christopher P. Shipp seconded and the motion passed 5–0.
On facilities, the board approved moving forward with Peter Stewart Architect for Town Hall renovations in an amount not to exceed $15,000 and authorized the Town Administrator to sign the related agreement. Selectman Karel A. Crawford made the motion; Selectman James F. Gray seconded and the vote was 5–0.
The board also approved a slate of tax abatements and related actions, including a $1,092 abatement for Mark Vincent and Rebecca Karp (MBLU #217-050), a $5,563 abatement for Vintage Trust (MBLU #257-001), a $104 abatement for the Scampoli Cavalier’s Cove Irrevocable Trust (Unit #9, 8 Alpine Park Road), a $30 abatement for Neal Derderian (travel trailer at 65 Barrett Place #113), and a $225 abatement for the Moultonboro Snowmobile Club (garage/office on town‑leased land). The board denied an abatement application filed by Winaukee Real Estate Company, LLC for multiple parcels. All votes on abatements were unanimous, 5–0.
Community events were approved on consent: the New Hampshire Boat Museum received permission to hold an auction of 12 boats on Saturday, July 11, 2026 (10 a.m.–3 p.m.) with a required police detail; Geneva Point Center was approved for a fundraiser at the Transfer Station on July 4–5; and the board adopted a new fundraiser request form to standardize future requests.
By consensus the board authorized the Finance Director to send a letter to the Trustees of the Trust Funds relating to warrant-article fund transfers approved at the March 14, 2026 Town Meeting.
The board entered nonpublic session under RSA 91‑A:3, II (a), (b), (c), (i) and (l) after a motion by Selectman Christopher P. Shipp; the motion was seconded by Selectman James F. Gray and approved by roll call. The meeting adjourned at 7:10 p.m.
The board scheduled a work session on June 23 and a regular meeting on July 7. Chairman Quinlan read logistical details for the town’s Fourth of July parade scheduled for Saturday, July 4 at 11:00 a.m.
