Water district says meter upgrades will reduce losses, seeks grants to finish infrastructure plan

"Finalizing the preliminary engineering report will help them to apply for funding and grants," Julian said, and he warned that improvements to aging infrastructure will be necessary and expensive and likely phased over the next five to 15 years.
