Kenai council approves energy grant, roof repairs and several contract awards

The Kenai City Council on July 8 approved a package of capital and contract actions that the administration said will advance energy efficiency, building repairs and concessions at the municipal airport.
The council enacted Ordinance 3531 to accept a $75,000 Energy Efficiency and Conservation Block Grant (EECBG) to replace lighting at the Kenai Recreation Center. City Manager Eubank summarized the grant’s history and why streetlight work was not suitable: "We determined there really wasn't enough lights... So the next project that was identified is lighting at the Kenai Recreation Center," he said, adding staff will develop bid specifications and "utilize it to replace as much lighting as we can."
Council also introduced and enacted Ordinance 3533, combining two projects: replacement of the animal control shelter roof (which came in under estimate) and the senior center canopy roof (which required an additional appropriation). City Manager Eubank said the ordinance requests an additional $110,000 for the senior center canopy and recommended awarding the combined contract to Orion Construction, the sole bidder; the council adopted the ordinance by unanimous consent.
In resolutions, council adopted 2026‑652 to authorize a contract award for concessions at the Kenai Municipal Airport and 2026‑653 to award a contract for park pavilion construction and redirect capital funds in the parks improvement fund. Vice Mayor Askin expressed support for airport interest and both resolutions passed without objection.
