Northfield leases private strip to build stormwater berm; contractor estimates $6,625 for build

The Village of Northfield council authorized Resolution No. 2020-33 on Aug. 12, 2020, giving the Mayor authority to enter a Lease Agreement with New Plaza Management, LLC to lease a small strip of private property adjacent to Handel's Ice Cream for construction and maintenance of a stormwater detention berm.
The lease describes a roughly 140-foot by 12-foot berm up to 3 feet high in the strip between the west end of the Handel's paved lot and the Northfield Road sidewalk. The lease term begins Aug. 18, 2020, and runs two years with automatic renewals; the annual rent is $1.00 per term. The Village will construct and maintain the berm at its expense; the lease prohibits assignment or subletting without Lessor consent and requires the Village to avoid damaging other parts of the Plaza property and utilities.
A Stewart Landscaping proposal included in the packet (contact: Jason Walters) estimates $6,625 plus tax to construct the berm as shown: framing pockets in field stone for drain access, spreading about 125 cubic yards of clay-type soil, grading to be mowable, covering with two inches of topsoil, seed/fertilizer and erosion control blanket. The proposal includes payment terms (50% down for non-maintenance work), standard guarantees and disclaimers regarding underground utilities, and timing contingencies.
Why it matters: the project is a small public improvement on private property intended to reduce stormwater impacts for the Plaza, Northfield Road, and nearby parcels. The packet does not include a construction contract award beyond the contractor's written estimate, nor does it show funding source details beyond the lease authorization.
