Northfield council appoints two members to Board of Tax Review amid pending appeal

The Village of Northfield council on Aug. 26 adopted two emergency resolutions appointing members to the Village Board of Tax Review. Law Director Brad Bryan read Resolution 2020-34 appointing Bill Frazier and Resolution 2020-35 appointing Sabrina Pines; both measures passed after council voted to suspend the three-reading rule.
Brad Bryan said the Board of Tax Review is established under Village code and consists of three members. One seat may be held by a village employee appointed by the mayor — Mayor Jesse Nehez has appointed Jay Mutter to that employee seat — while the two members appointed by council may not be employees or elected officials. Bryan said the Board historically had not needed to meet in recent years but an appeal has been filed and a hearing must be scheduled within 45 days, creating urgency for the appointments. He also said Board members are unpaid and council-appointed members serve two-year terms.
Both suspension motions and the final votes to adopt each resolution were unanimous. Councilmember Renell Noack moved to suspend the three-reading rule for Resolution 2020-34; the subsequent motion to adopt was seconded by Mr. Vojtush and carried by roll call. The same procedure and unanimous outcomes applied to Resolution 2020-35 for Sabrina Pines.
The council did not discuss hearing dates or provide additional procedural detail beyond Bryan's explanation; Bryan offered to provide the exact Village code section that governs the Board upon request.
