Candler County amends recreation advisory bylaws, reduces vendor fee to $50 refundable at season-end

The Candler County Board of Commissioners on Jan. 20 approved two items affecting the county’s recreation program: amendments to the Metter-Candler Recreation Advisory Board bylaws and a revised food-vendor fee structure for the 2026 spring sports season.
The bylaw changes (Article IV) reduce the threshold for vacancy based on absences to two consecutive meetings or three total absences in a calendar year, and clarify that virtual appearances do not count toward a quorum and will be recorded as absences. Vice-Chairman Blake Hendrix moved to approve the amendments; Commissioner David Morales seconded and the motion carried 5-0.
The board also considered a vendor agreement that initially proposed a $100 per day fee with a $50 late fee. Commissioners expressed concern that $100 could be prohibitive for local vendors. The board approved an amended structure: a $50 per day sign-up fee that will be credited back at the end of the season if the vendor fulfills its seasonal commitment without no-shows. Chairman Brad Jones moved to approve the amended fee structure subject to a rewrite of the agreement; Commissioner Tre' Ross seconded and the motion passed unanimously.
County staff will rewrite the agreement per direction from the board and bring the final document to staff for execution. The bylaw changes and vendor-fee amendment aim to balance operational stability for recreation programming with support for local small businesses.
