The Town of Plymouth Board of Health voted unanimously on May 20 to approve two septic variances and to adopt new kratom regulations that become effective July 1, 2026. The meeting was held virtually.
Board Chair Teri Reid presided as Amy Palmer moved and Meg Payne seconded each motion. The votes for the two septic variances and the kratom regulation were all recorded as 5–0 in favor.
The first variance approved concerned 7 Beach Ave; Lucas Amato presented the application on behalf of the applicant and the board granted the requested relief. The board then considered a post‑fact septic variance for 103 Andrew’s Way, presented by Kyle Hanrahan of Merrill Engineering. Public Health Director Karen Keane read a statement from Assistant Town Manager Lauren Lind noting a recommended fine equal to double the permit fee; the minutes do not state that the fine was imposed. The board approved the post‑fact variance "as recommended by the abutter," by the same 5–0 tally.
On kratom, Chair Reid confirmed that edits prepared by Cheryl Sbarra had been reviewed by Town Counsel before the vote. The board approved the kratom regulations with an effective date of July 1, 2026.
The board’s recorded votes list five voting members: Chair Teri Reid, Vice Chair Meg Payne, Barry Potvin, Amy Palmer and Kate Morini. Department staff listed as present included Public Health Director Karen Keane and Assistant Director Margaret Coe. The minutes note that all motions cited here were made by Amy Palmer and seconded by Meg Payne and that each was approved unanimously.
