Delegation moves forward with Silver Spring Purple Line parking-improvement grant bill

Delegates noted the bill text prescribes a $50,000 appropriation to the Department of Transportation for fiscal years 2026 and 2027. Delegate Corman raised a procedural concern that legislation cannot mandate a specific governor’s budget line for FY2026; staff and the sponsor explained the appropriations committee can add the line in the budget and if it does not the FY2026 language will be inoperable. The sponsor and chair said the bill should remain in the text and rely on the appropriations process to fund the item if appropriate.
Delegate Solomon moved the bill, which was seconded by Delegate Williams, and the committee signaled no opposition. The chair reported the bill as moved favorable. The committee also discussed that this bill was late-filed and that one remaining joint Prince George’s County–Montgomery County bill (on tree-planting requirements) awaits action in Prince George’s County before the delegation can act on it.
