Subcommittee adds Juneteenth to county school-holidays list and advances bill

The Education, Elections and Housing Subcommittee voted to move MC 6, a bill establishing a list of county school holidays, after adopting an amendment that adds Juneteenth and specifies closures apply to students only.

Chair (first reference: Chair) opened the discussion by explaining the intent: to compile a list of school holidays and to avoid the fiscal impact that would come with full staff closures. "I think we all remember this is the bill that would add a list of school holidays, and now we've added Juneteenth," the Chair said.

Delegate Wu (first reference: Delegate Wu) said the amendment to include Juneteenth was added after consultations with labor representatives and other stakeholders. "Based on the feedback, we added another amendment to add Juneteenth to the closing dates for students," Delegate Wu said, noting conversations with SEIU and other labor contacts who did not oppose the change.

A motion to adopt the amendment was made and seconded; the amendment passed on the roll call. Delegate Kaufman (first reference: Delegate Kaufman) moved the bill as amended and the motion was seconded. The committee then voted the bill out of the drawer; the Chair announced, "The bill passes." The roll-call discussion in the meeting recorded aye votes with no opposition.

Why it matters: The change formally recognizes Juneteenth among county school holidays and structures the policy to avoid a county fiscal exposure by limiting the closure to students rather than staff. The subcommittee’s action advances the bill to the next legislative step.
