Knoxville council approves Senior Center lease, declares city properties surplus and adopts budget amendment

The Knoxville City Council convened June 1, 2026, and approved an amended consent agenda that included a resolution amending the 2025–26 budget for the Knoxville Water Works, approval of a Class C retail alcohol license for Dut’s American Legion and minutes from the May 18 meeting. The council also approved a lease between the City of Knoxville, Marion County and the Knoxville Senior Center and declared several city-owned properties surplus and authorized their sale.
The consent agenda was approved after a motion by Council Member John Gotta and a second from Council Member Dan Losada; the motion carried 'all ayes'. Mayor Brian Hatch read a National Garden Week proclamation before the council voted on the lease. Council approved the lease resolution on a motion by Dan Losada, seconded by Chris Nichols; the minutes record the motion as passed on a roll-call vote.
Council approved three separate resolutions declaring city-owned real property surplus in motions brought by Chris Nichols, John Gotta and Dawn Rankin; each passed on roll-call. Dawn Rankin moved, and Bridget Mohler seconded, approval of payment of claims, which the minutes show as passed by unanimous vote.
The minutes include an itemized claims list filed with the record. Notable entries include a UMB Bank NA bond payment of $1,328,335.00, Marion County Sheriff dispatch services billed at $134,260.62, a Wendel Construction Management invoice for $38,621.88, pay applications for public safety construction work from Core Construction and Steel Erectors, and routine payroll and utility payments.
Police Chief Aaron Fuller told the council that the department’s 'Helmets and Hot Dogs' event served approximately 300 children this year and that the department distributed more than 200 helmets; he also reminded the council that the Kids’ Fishing Day event is scheduled for the coming Saturday.
The council moved into closed session twice. At 6:39 p.m. the council adjourned to closed session under '21.5 (c) Litigation' on a motion by John Gotta and second by Dawn Rankin; the roll-call vote recorded all members as 'aye'. The council reconvened in open session at 7:03 p.m.; the minutes state that no action resulted from the closed session. At 7:04 p.m. Bridget Mohler moved, and Dan Losada seconded, a motion to adjourn to closed session under '21.5 (i) Personnel'; that motion also passed on a roll-call vote with all members recorded as 'aye'. The council reconvened at 7:14 p.m. and the minutes state no action was taken as a result of the personnel closed session.
A final motion by John Gotta, seconded by Dawn Rankin, to adjourn carried unanimously. The minutes are signed by Mayor Brian Hatch and City Clerk Jodie Wyman.
