Waterford board approves five-year Carbyne 911 contract totaling $477,298.74

The Charter Township of Waterford Board of Trustees on April 27 voted to approve a county-negotiated contract with Carbyne, Inc. to replace the township’s 911 emergency call delivery platform.
Police Chief Underwood summarized the procurement context: the township participates in an Oakland County purchasing arrangement for public safety answering points through the Court-Law Enforcement Management Information System (CLEMIS) consortium. Under the negotiated contract, Waterford would obtain Carbyne-provided equipment and services beginning Feb. 1, 2027 and continuing through Jan. 31, 2032. The township attorney reviewed the attached contract and raised no objections to its form.
The total five-year cost is $477,298.74, itemized as a $60,852.19 one-time hardware/setup charge to be paid from the police fund balance and five annual subscription payments of $83,289.31 to be budgeted in years 2027–2031. Chief Underwood answered trustees’ questions about the procurement and the police department’s participation in the CLEMIS consortium.
Trustee Sam Harris moved and Trustee Gary Wall seconded approval of the purchase and contract; the board approved the transaction by roll call vote.
The purchase will be paid from the police fund and is accompanied by planned budget entries for each subscription year. The police department’s memo notes that the existing Motorola Solutions contract runs through Dec. 31, 2026, and that this arrangement is intended to provide a standards-based IP 911 network replacement consistent with countywide purchasing.
