Council processed a range of routine and consent items and gave staff direction to place them on the May 6 consent agenda for formal action.
Annexation: the town clerk (Carla) presented a petition for annexation for two parcels (PINs 42361292370000 and 42363100470000) owned by Doug and Kathy Medlin and Roland Dixon; council gave consensus to direct the clerk to investigate the Medlin–Dixon annexation.
Easement and parking lease: David Price described an easement exchange protecting the Well 6 site by swapping 10‑foot easements and seeking a no‑parking restriction; council gave consensus to place the easement agreement on May 6. Kyle Brewer described a short‑term parking lease request from Aquaholics for six to twelve spaces (staff later said applicant needs six) during nearby construction; council authorized staff to pursue a four‑month lease under statutory leasing provisions.
Sidewalks and contractor: Gary Criss recommended New Hanover Paving to install sidewalks on North Topsail Drive, Wilmington Avenue and South Shore Drive (between Rowland Avenue and Kinston), completing the length of Topsail Drive; council gave consensus to move forward.
Beautification committee appointments: the clerk sought appointment of two new members and a handbook correction to change committee size to nine; after discussion council gave consensus to appoint Debbie Wilson and Sandy Maddox and to add the appointments to May consent.
Credit‑card fee resolution: Melissa outlined a resolution to transfer in‑person credit‑card processing fees to customers (fee not to exceed 3%), update machines and advertise the change; staff recommended adding the resolution to the May agenda with an anticipated implementation date of June 1 (or July 1 if machines are delayed). Council discussed current processors and alternative fee‑free options like cash, check or automatic draft.
Other minor items: council also gave consensus to add a police vehicle insurance proceeds appropriation and an NCDOT electric vehicle grant BOA (20% town match) to the May agenda.
