State Budget Committee reviews roughly $124.1 million in capital and grant requests, approves minutes and agenda

The State Budget Committee met April 16, 2026, at the Indiana Statehouse and heard agency and university presentations covering roughly $124,059,299 in capital requests and grants. Chairman Ryan Mishler opened the meeting at 1:00 p.m., the committee approved the December 2025 minutes, and later approved the day’s agenda; Representative Jeff Thompson moved to approve the minutes and the agenda, and Senator David Niezgodski seconded both motions.
The Department of Administration, speaking for the State Budget Agency, presented Preventive Maintenance allocations for FY2027 totaling $38,496,612 across multiple agencies, including $10,134,525 for the Department of Natural Resources and $6,821,608 for the Department of Correction. Matt Kent, CFO for the Department of Administration, delivered the PM overview and the funding lines identified HEA 1001 – 2025 as the source.
State agencies detailed facility and equipment projects. The Indiana State Police requested roof replacements and facility rehabilitation for posts that range from 27 to 36 years old. Nathan Hood of INDOT said Indiana maintains 118 salt domes statewide and requested repairs to concrete dome walls at 19 locations; he described a prewash pit project in Indianapolis intended to capture and recycle contaminated wash water for brine production. Kevin Orme, Executive Director of the DOC Construction Services Division, presented multiple DOC projects including secure housing entry doors and roof replacements and described steps the agency is taking to mitigate fire risks, saying they are conducting “mock fire testing and safety protocols,” replacing air ducts and retraining staff.
Cathy Ferre, CFO of the Indiana State Museum and Historic Sites, presented preservation projects including the Whitewater Canal comprehensive preservation project and clarified that the agenda had incorrectly listed a replacement of the boat alongside lock 25 and that boat replacement would not be included in this project. Gary Haynes presented a request to replace aging toxicology equipment at the Animal Disease Diagnostic Laboratory. Ivy Tech, Indiana University, Purdue and Vincennes University presented deferred maintenance and construction requests funded from campus reserves, gifts and READI funds.
Committee members pressed agencies on funding and policy details during presentations. Representative Ed DeLaney asked whether ICE detainee reimbursements were being used for repairs at Indiana State Prison; Chairman Mishler noted federal reimbursements go to the General Fund. Senator Chris Garten and others asked detailed questions about childcare funding and Medicaid enrollment during Family and Social Services Administration presentations.
Representative DeLaney moved to remove review item 7 from the agenda; the motion received no second and failed. The agenda was approved by voice vote and the committee adjourned at 4:40 p.m.
What comes next: most items presented were requests and review items; the meeting did not record final project appropriations for the specific capital items presented. Agencies will return through the established budget and authorization processes for formal approvals as required.
