Rolla planning commission recommends rezoning of 931 Meriweather Road for municipal use

The Rolla Planning and Zoning Commission voted July 15 to recommend that City Council approve rezoning 931 Meriweather Road from R‑3 (multifamily residential) to P (public), clearing the way for Rolla Municipal Utilities to place a pump station on the site.
City Planner Tom Coots presented the staff report during a public hearing that Chairperson Russell Schmidt opened at 5:31 p.m. Commissioners asked about tree removal and potential noise from the proposed facility; Coots explained the review and permitting process associated with a map amendment and site plan.
Chad Davis, engineering manager for Rolla Municipal Utilities, told the commission that RMU had purchased the entire parcel, that the utility planned to minimize the number of trees removed, and that the pump station structure would be designed to reduce noise. Davis added that staff would check the building daily to ensure the pump station operates correctly.
The public hearing closed at 5:44 p.m. Commission member Monty Jordan moved, and Commission member Kevin Crider seconded, a motion to approve the site plan and recommend City Council approve the rezoning (ZON25‑05). A roll-call vote recorded ayes from Nathan Chirban, Kevin Crider, Monty Jordan and Don Morris; no votes were recorded against the motion. Commissioners Steve Davis, Janece Martin and Monte Shields were absent. The motion passed and the commission forwarded the recommendation to City Council for final action.
An item listed as old business, ZON25‑04 (rezoning of 112 W Lions Club Drive), was withdrawn by the applicant. No other new business or citizen comments were recorded. The meeting adjourned at 5:45 p.m.; minutes were prepared by Cindy Brown. The commission’s next meeting is scheduled for Aug. 12, 2025.
