Green Township adopts temporary budget, claimant-certification waiver and administrative stipends

The Green Township Committee approved a temporary 2026 budget, authorized an administrative waiver allowing vendors to submit invoices without claimant certification in routine cases, hired a part-time snowplow operator, and approved stipends for the municipal housing liaison and grant writer.
At the Jan. 5 reorganization meeting the Green Township Committee adopted financial and administrative measures to carry municipal operations into 2026.
The committee approved Resolution 2026-28 authorizing temporary appropriations and a temporary budget of $1,208,761 to cover early-2026 expenses until the full 2026 budget is adopted. The committee also adopted a Model Cash Management Plan (Resolution 2026-27) that names authorized depositories and investment vehicles for township funds.
Under Resolution 2026-34 the township adopted a policy to waive claimant certification in certain routine circumstances (for vendors who do not provide claimant certification as part of ordinary business). The resolution specifies exceptions where claimant certification cannot be waived, including transactions above 15% of the bid threshold (currently $6,600), reimbursements to township employees, deposits paid in advance of work, and services provided by an individual sole proprietor. The resolution also documents internal control steps the CFO will enforce for purchases and invoicing.
The committee approved a contract with Space Farms Zoo and Museum to remove deer carcasses on municipal rights of way at $27 per deer (Resolution 2026-35). It also authorized the hiring of Ron Vanhoorebeke as a part-time, as-needed snowplow operator at $25 per hour (max 29 hours/week) under Resolution 2026-42.
Mayor Raffay named Gwen Santos as municipal housing liaison (Resolution 2026-38) with a stipend of $2,000 per year and also appointed Santos to perform grant-writing and grant-management duties with a $1,000 stipend for 2026 (Resolution 2026-39). The committee approved submission of the Governor's Council on Substance Use Disorder Municipal Alliance grant application for fiscal year 2027 (Resolution 2026-40) with a GCSUD grant request of $6,138, cash match $1,534.50 and in-kind $4,603.50.
The tax collector advised the committee that Tax Sale Certificate #2025-0001 (Block 18.02, Lot 46) had been redeemed; the committee authorized refunding the redemption amount and premium to the lienholder, American Tax Lien Fund LLC (Resolution 2026-41).
The committee recessed briefly into executive session for contract negotiations and returned to open session with no action taken before adjourning.
