Green Township raises dog-license fee, approves park and road payments and opposes S-4736

The Green Township Committee on Dec. 15 adopted an ordinance increasing the township’s annual dog-license fee from $10.80 to $14.80 for both neutered/altered and non-neutered/unaltered dogs and approved a slate of capital payments and contract actions for parks and roadwork.
The ordinance (No. 2025-12) was the subject of a public hearing that drew no public comment. Committee member Margaret “Peg” Phillips moved to close the hearing and adopt the ordinance; Michael Rose seconded and the measure passed on unanimous roll call. The ordinance updates Chapter 8, Article III, Section 8-21 of the Township code to reflect the new $14.80 township fee for annual dog licenses.
The Committee also authorized several project payments and change orders. Riverview Paving Inc. received Payment No. 1 of $90,232.52 for walking-path work at EverGreen Park following a Change Order No.1 that raised the contract to $92,074.00. The Committee approved Change Order No.1 and Payment No.1 for the EverGreen Park parking lot, authorizing $118,442.80 as Payment No.1 after a $4,000 increase that adjusted the contract to $126,143.30. The Township approved Payment No.2 of $34,331.36 to Bob Viersma & Sons, Inc. for embankment improvements along Hunts Road; that payment reflected a contract adjusted by an earlier change order.
Separately, the Committee authorized a three-year maintenance agreement with Power With Prestige, Inc. covering four emergency generators at municipal facilities for an amount not to exceed $4,150.
On a policy matter, the Committee passed Resolution 2025-182 opposing New Jersey Senate Bill S-4736. The resolution states the township’s view that the bill would bypass local planning, increase permitted density and height without adequate local oversight, and urges state legislators to defeat the measure. The Committee voted to forward copies of the resolution to state legislators and the New Jersey State League of Municipalities.
The meeting also included routine approvals: the Committee accepted consent-agenda reports (Open Space Advisory Committee minutes, the November tax-collector report and the Sussex County Health inspection) and approved the bills list for Nov. 21–Dec. 11, 2025 (current payments shown as $410,120.64 on the bills report). The Developers Escrow Trust bills were approved separately ($1,387.50).
Administratively, Clerk Mark Zschack asked whether committee packets should continue to be hand-delivered the Friday before meetings beginning in 2026; the Committee agreed that packets will be emailed and available for pickup at the municipal building, with Qarmout continuing to receive hand delivery. The Clerk displayed a sample fence to be installed at EverGreen Park in January 2026.
During the public-comment period, resident Scott Bozzone asked why the new walking path at EverGreen Park stops behind the tennis courts rather than connecting directly to the County Connector Trail. The Clerk said the alignment was altered because of drainage changes and that a stoned path will lead to the County Connector Trail.
The meeting adjourned at 8:02 p.m.; the Committee’s next scheduled Reorganization meeting is Jan. 5, 2026, at 7:00 p.m.
