Raffay sworn in as Green Township mayor; Michael Rose named deputy mayor

Virginia "Ginnie" Raffay was sworn in as mayor of Green Township on Jan. 5 after the Township Committee adopted Resolution 2026-01 at its reorganizational meeting. The committee recorded Ayes from James De Young, Margaret "Peg" Phillips, Bader Qarmout and Michael Rose; Raffay recorded an abstention. The Township Clerk, Mark Zschack, administered the oath of office.
Phillips nominated Raffay for the mayoralty; the nomination closed with no further candidates. The committee then appointed Michael Rose as deputy mayor by unanimous roll call under Resolution 2026-02; the mayor administered the oath to Deputy Mayor Rose.
The committee also adopted Resolution 2026-33 appointing the township's 2026 fire-department officers, with the mayor administering oaths to the listed department officers. Committee members in attendance at the Jan. 5 session were De Young, Phillips, Qarmout, Raffay and Rose.
Township Clerk Mark Zschack opened and closed the meeting's initial procedural items and read required notices and the Statement of Determination announcing the Nov. 4, 2025 election results for seats filled by Qarmout and Rose. "I am looking forward to a successful 2026," Zschack said during the meeting.
The committee did not receive public comment during the meeting's two open-public sessions. The body recessed briefly into executive session later in the meeting for contract negotiations and returned to open session without taking public action.
