Green Township committee raises dog license fee, declines to introduce construction‑records clearance ordinance

At its Nov. 24 meeting the Green Township Committee approved Ordinance 2025-12 to increase annual dog license fees from $10.80 to $14.80 for both neutered/altered and non-neutered/unaltered dogs. Michael Rose moved to introduce the ordinance and send it to public hearing on Dec. 15, 2025; Clerk Mark Zschack said the dog licensing official recommended the increase because fees had not risen in more than 25 years and current revenues do not cover all program expenses. The roll call vote to introduce Ordinance 2025-12 was recorded in the minutes as unanimous.
By contrast, the Committee did not advance Ordinance 2025-13, which would have created a new Chapter 10, §10-6, requiring construction records clearance intended to identify open permits when residential properties are sold. Rose moved to introduce the measure and Qarmout seconded, but following questions from Margaret "Peg" Phillips about where the proposal originated and a discussion about similar programs in other towns, the roll call vote recorded no ayes and all five members as voting nay; the ordinance will not proceed to public hearing. Clerk Zschack and Mayor Raffay said staff should gather additional information from the Technical Assistant to the Construction Official before resubmitting any similar proposal.
Both items will appear again on the Dec. 15 agenda only if staff reintroduce them after gathering the recommended information. Residents and stakeholders who want to review the ordinance language or offer comment may attend the public hearing scheduled for Dec. 15, 2025.
