Cromwell Board of Finance approves $69.93 million town budget, forwards school and general budgets to voters

The Cromwell Board of Finance voted April 7 to approve a townwide spending plan and to send the Board of Education, Debt Services and General Fund budgets to the voters.
The board approved individual departmental appropriations including a $4,770,439 Police Department budget presented by Police Chief Steven Penn and a $5,396,694 appropriation for Public Works after a presentation by Director of Public Works Lou Spina. Other adopted line items included Health ($238,451), Human Services ($160,949), Senior Services ($188,302), Transportation Services ($185,416), Youth Services ($144,898), Recreation ($322,431) and Library ($817,502). All of those motions were made by Board member Steve Wygonowski and seconded by Vice Chairman Dan Kelly and recorded as passed.
In committee votes with recorded dissents, the board approved an amendment increasing Board of Education telephone upgrades from $55,206 to $190,368; the roll call showed Ed Maley voting against that amendment. Separately, an appropriation request of $4,150 for the 55 Nooks Hill Road fire district pump house and office/garage was placed on the future-appropriation list with Matthew Blanchette recorded as voting against that motion. The Human Resources appropriation passed with Wygonowski voting against that line item.
The board also placed a series of capital non-recurring (CNR) requests on a future appropriations list, including $33,000 for a five-year pavement management update, Phase II environmental analyses ($7,500 for 20 James Martin Dr and $16,000 for 61 River Rd), $50,000 for Cromwell High School parking/tennis court design, $300,000 for road improvements, and equipment requests such as a $155,000 mini excavator and an $80,000 crew-cab stake-body dump truck. A motion moved multiple CNR items into the General Expenses budget for a total of $2,083,202; that motion passed unanimously.
Financial totals recorded during the meeting: the Board of Education budget approved for submission to the voters was $42,482,767; Debt Services approved for submission totaled $3,641,063; the General Fund Budget approved for submission was $23,801,788. Chairman John Ireland totaled the overall town budget at $69,925,608.
The board authorized the use of LOCIP funds totaling $620,531 for the Cedar Drive/Coles Road drainage project. The meeting was adjourned at 10:58 PM.
