Norwalk High School progressing; PV and HVAC work underway across district
Summary

The Board of Estimate and Taxation on July 6 received an update on Norwalk Public Schools construction projects that are in progress across the district.
Jim Giuliano, president of Construction Solutions Group, said Norwalk High School is "moving along very nicely," with the site concrete package out to bid and interior finishes approaching completion. He said the project team is pacing certain bid packages to avoid contractor escalation and that photovoltaic installation at South Norwalk is underway; once PV work is complete the team will pursue final state closeout and reimbursement.
Giuliano described six HVAC projects at schools across the district; one (Brookside) is complete, Silvermine is nearly done, and the remainder (Brian McMahon, Naramec, Marvin, and Rowan) are under construction and expected to finish by late summer or early fall, with financial wrap and closeout anticipated by December.
Board members asked about an elevated open field behind South Norwalk School; Giuliano said the area will remain an open play field rather than a formal athletic field because the state reimburses only half of turf/field costs, and contractors and logistics for the high school move (planned for summer 2027) will require careful coordination. Giuliano noted the planned completion review for furniture in August and the challenge of moving contents for a 2,000‑student school.
Giuliano said, from a budget perspective, projects are generally "on or close to plan" and that remaining bid packages (tennis courts and grandstands) are not expected to be highly volatile.
What happens next: Construction managers will continue bidding site packages, complete PV and HVAC work, pursue state reimbursement processes and return to BET with status updates as projects reach closeout.
