Norwalk committee clears park permits, extends tree contract and approves risk-management consulting for accreditation

The Norwalk City Recreation, Parks and Cultural Affairs Committee on July 8 voted to forward permits for a series of community events at city parks, approved a one-year extension to a tree-removal contract and authorized a $98,750 contract to produce a risk-management assessment needed for national parks-and-recreation accreditation.

The actions move a slate of event permits and operational contracts to the full City Council for final approval. Committee members described the items as routine but important to sustaining volunteer-driven community events, protecting public safety and preparing the department for an accreditation review.

On permits and events: Staff told the committee that event applicants have generally followed the city’s special-events process and provided security plans where appropriate. Project Purple’s Ryan Downey, who identified himself as the organization’s run/walk program manager, said the group has held previous steps-for-a-cure events at Calf Pasture Beach and is returning this October to raise funds and awareness for pancreatic-cancer research and patient support. "We are looking to host the 3rd event at Calf Pasture Beach to raise awareness and funds for critical early detection research," Downey said.

Several members asked about local-business participation when the committee discussed the preferred-caterer list for Gallagher Mansion and the recreation center. Staff said seven vendors applied in the RFQ process and five were selected based on menu variety, experience handling catering equipment and capacity for different event sizes; staff also described outreach through the city’s economic development office and purchasing department and proposed future workshops to help small local businesses submit qualifications.

Contracts and accreditation work: The committee approved a one-year extension of the city’s existing tree-removal contract with Olmstead Tree to cover work that city crews cannot safely perform (for example, trees near utility lines). The committee also authorized a contract with Keystone Civic Strategies for $98,750 to produce a risk-management assessment that staff said is required by the National Parks and Recreation accreditation process and will be paid from the city insurance fund. Staff described that the work will help identify mitigation steps to reduce injuries and insurance exposure and that the contract allows the recreation director to issue up to three one-year extensions if needed.

Follow-up and next steps: All items were forwarded to the full Norwalk City Council for final action. Staff will confirm the requested date change for the Norwalk Dogs event (Aug. 22, rain date Aug. 23) before the council consideration. The committee adjourned at the end of the meeting.
