Staff: Alcoa water-sewer study draft due in September; Alcova lot permit payments and July 4 operations reviewed

Staff member (speaker 2) told the board WWC Engineering held a June 24 public information meeting about the Alcoa cabin water and sewer study and that field work will finish this month. Staff said a draft report is expected in September and, once finalized, the report will be publicized so cabin owners can review findings and recommendations.
On Alcova lot permits, staff said approximately 20 permit forms remain unsigned and roughly 11 payments are still outstanding out of 257 lots. Staff reiterated the deadline in the most recent notice (referred to in the meeting as “the 18th”) and warned that failure to submit required paperwork and payment could lead to termination proceedings.
Staff also gave a short after-action summary of July 4 operations: telemetry issues with a lake water well required staff to remain on site until about 1:00 a.m. to ensure water availability; overall, staff reported the weekend ran fairly smoothly with only minor camping issues and no dumpster fires. A committee member thanked staff for deploying larger dumpsters at multiple park locations and raised a concern relayed by trailer-park residents that workers had cut a chain and removed a garbage can outside a bathhouse on the morning of July 4. Staff said they did not recall authorizing such a removal and promised to investigate and report back.
The board discussed waste-management challenges on busy holiday weekends (overfilled cans, lids not seating properly) and staff said they would check whether the removed trash can would be returned after the holiday. The board did not take formal action on the trash-can incident during the meeting.
