Commission approves two recreational cabins on Casper Mountain with health‑department oversight

The Natrona County commissioners approved CUP 26‑03 on July 8, permitting two recreational cabins proposed for Casper Mountain in Mountain Residential zoning.
Staff reported the application met conditional‑use criteria, that notice was sent to neighboring property owners, and that the health department and applicant had discussed wastewater options. The PNC recommended approval and staff said the health department was comfortable with the cabins being dry structures at first.
Applicant Lucas Gooder told the commission the initial plan is to use an approved incinerator or composting toilet and to haul water as needed while the applicants pursue a longer‑term outhouse solution with the health department. "It was made apparent through those conversations with the health department that more planning and permitting is going to be required for any kind of implementation of fresh water or wastewater," Gooder said.
Commissioners asked clarifying questions about whether a dry‑structure condition should be recorded; staff said they could add a condition but that certain approved composting or incinerator toilets may not be considered "dry" under every definition and that health‑department enforcement would apply.
Following discussion, the commission moved, seconded and approved the CUP by voice vote. Planning staff will track required health‑department approvals and any future permit conditions related to water and wastewater.
