University City council honors departing 3rd Ward Councilmember Stacy Clay and swears in members

The University City council spent a significant portion of its April 27 meeting honoring outgoing 3rd Ward Councilmember Stacy Clay. Multiple council colleagues praised Clay's mentorship, constituent focus and service on both the city council and the school board. "He was cooperative, diligent, and simply a pleasure to work with," Councilmember Steve McMahon said. Councilmember Lisa Brenner said Clay could "ask a question that does two things: get some important information, but also explain to the public what's going on."
Family members came forward. Lucy Clay told the council, "I'm very proud of my dad," and Rashida Fercon Clay praised her husband's leadership and service to the 3rd Ward. The council presented a token of appreciation and Clay responded with remarks that framed municipal governance as "very much a team sport" and reflected on his time in public service. "The municipal government train does not stop," Clay said. "But on occasion... the train does slow down long enough for someone to get off and another to take a seat. And now is my time to step down."
Following the tributes, the council administered oaths of office. Steve McMahon, Lisa Brenner, Dennis Fuller and Christina Dancy each recited oath language to support the U.S. and Missouri constitutions and to faithfully discharge their duties. Mayor Terry Crow also recited the oath for mayoral responsibilities. The council invited the newly sworn members to join the dais.
Why it matters: The farewell and swearing-in mark a transition in local representation for the 3rd Ward and the broader council; incoming and returning members will participate in decisions that shape local policy on planning, stormwater, public safety and other issues.
