The Kenosha County Planning, Development and Extension Education Committee voted to approve a conditional use permit amendment on a petition to expand office space at a heavy‑manufacturing site in the town of Paris.
Luke Atchalk, planning and development staff, read the petition into the record for "Kenosha Beach International LTD, care of Dennis Victory," describing the request as an amendment to an existing conditional use permit in the M‑2 Heavy Manufacturing District to allow a building addition and conference rooms on tax parcel 45‑4‑221‑233‑0401. Atchalk said the addition is about "4,000 plus square foot[s]" and that the proposal requires conditional‑use review under the county zoning ordinance.
Dennis McNary, who identified himself as president and CEO of Kenosha Beef and Birchwood Foods and appeared as the applicant, said the company built its corporate office in 2004 and has outgrown that space. "We built our existing corporate office in 2004, and we have now successfully outgrown it," McNary said, adding the planned rear addition is small compared with the rest of the facility but will meet the company's needs for years.
Designer Mark Wallner said the site's stormwater system was expanded around 2020 and that the proposed addition would consume roughly 500 square feet of grass, with minimal expected impact on the current stormwater infrastructure. Staff confirmed county conditions and recommended the applicant meet those conditions.
A motion to approve the conditional use permit amendment was moved and seconded and passed on a voice vote; committee members answered 'Aye' and the chair announced the motion passed. No members of the public spoke for or against the petition during the meeting.
Committee members and the applicant discussed next steps after approval. McNary said the project team will seek state permission to start certain work and will coordinate with WE Energies to schedule early excavation. Staff noted that a typical early‑start building permit would be issued through the county office in Paris and named Justin Warder as the building inspector who would handle building‑permit matters locally.
The committee recorded the approval and directed staff and the applicant to proceed with the required permitting and utility coordination. The applicant thanked the committee and said construction permitting will follow the county and state review processes.
