Seawall plan at Otis Reservoir continued after state clearance, missing plans flagged

The Tolland Conservation Commission on Jan. 29, 2026 continued a Notice of Intent (NOI 306-100) filed by homeowner Mark Grzymski for a tear-down and rebuild of a seawall at 189 Lands End Drive.
The commission found the application incomplete, saying it lacked a scaled drawing of the new seawall, documentation showing the proposed change in elevation, a detailed plan for construction methods and a vegetation planting plan to protect shoreline resources. The matter was continued unanimously so the applicant can provide the missing materials.
Commission members and staff told Grzymski that the Massachusetts Department of Conservation and Recreation regulates docks and shore structures on Otis Reservoir and noted that the existing seawall and dock do not have a Chapter 91 license. The commission said an application to, and approval by, DCR must be secured before the Tolland Conservation Commission can rule on the project; staff will send a checklist of required materials and DCR contacts to the homeowner to help him navigate the process.
Members also discussed vegetative buffering to preserve the reservoir shoreline and reduce erosion, and requested a planting plan showing native species and locations. With those materials and any required state approvals, the commission will re-open review of the project at a future meeting.
The commission's action was a continuance to the next meeting; no permit was issued.
