Washington County Board approves draft EMS agreement; individual agencies to sign

The Washington County Board of Supervisors on June 30 approved a revised Memorandum of Agreement (MOA) between the county and its Emergency Medical Service agencies, pending signatures from the individual EMS providers.
The MOA, presented by EMS Advisory Council Chairperson Toby Hancock and Emergency Management Coordinator Nathan Schmuecker, formalizes coordination and responsibilities among the county and local EMS agencies. The Board approved the draft at the meeting and authorized the Chair to sign the agreements after each EMS agency completes its internal approval process.
Board members asked for and accepted slight revisions to the document that had been discussed at the June 23 meeting; the record shows the Board’s approval came by motion from Chairperson Jack Seward, Jr., seconded by Supervisor Richard Young. The MOA will be returned to the Board for final signature once each EMS agency signs its copy.
The approval does not by itself obligate funding or operational changes beyond what is stated in the MOA; the county’s action was to approve the draft agreement and authorize execution following agency completion. The Board did not record a separate vote tally in the minutes provided.
Toby Hancock and Nathan Schmuecker led the presentation to the Board, which included the updated language agreed at the June 23 discussion. The Board did not add conditions beyond the completion of signatures by the participating EMS agencies. The next procedural step is for the individual EMS providers to finish their approvals so the Board can sign the final documents.
