Board hears legislative report highlighting foster-care reform and transparency proposals

During committee reports on April 16, board member Kourtney Cluster presented a legislative summary that identified foster-care reform as a priority. Cluster said the proposed reforms focus on oversight, safer placements and reducing the use of hotels and other unlicensed settings for foster youth.
The report also highlighted proposals to increase transparency in child protective services investigations, expand family rights during benefit compliance and add reporting requirements for financial exploitation, abuse and neglect procedures. Cluster characterized the Legislative Day and other MASSB activities as productive but did not present a formal motion; the items were recorded as informational and no vote was taken.
Kourtney previously requested adding the use of unlicensed homes and hotels for foster youth to the New Business agenda; that request remains an outstanding item for future board review. The board is scheduled to hold elections for Chair and Vice Chair in June and will continue monitoring legislative developments.
