Harford County's Board of Estimates approved a series of procurement contracts, lease amendments and a consultant services agreement during a 19-minute meeting on March 24, 2026.
Emily Miller of the Harford County Sheriff's Office presented Solicitation No. 26-301 and said the request was "for the purchase of 160 refresh desktop computers and 110 laptops" to replace workstations that had reached the end of their useful life; the Sheriff's Office recommended awarding $649,940.50 to ePlus Technology, Inc. The board approved the recommendation after Treasurer Robert Sandlass moved and Director of Public Works Joseph Siemek seconded the motion.
Mr. Younger of the Department of Public Works presented a change order for Solicitation No. 25-059 to provide light construction services at wastewater and pump station facilities. He described planned work including "barscreen replacement, rehabilitation of the Anua biofilter and repairs to the grit removal facility," and said the department requested Change Order #1 not to exceed $250,000 per year, increasing the contract ceiling to $1,000,000 per year. The board approved the increase.
Rebekah Keck from the Department of Emergency Services presented Solicitation No. 24-136, stating the proposal was "for medical supplies to stock the County's fleet of 31 ambulances, including back up stock to have on hand for immediate replacement." The department requested Change Order #4 not to exceed $190,500 per year, bringing the contract ceiling to $575,000 for the remainder of the option year and extending the contract one month to June 30, 2026; the board approved the request.
Todd Shackelford of Public Works presented Solicitation No. 26-177 seeking construction of a new salt storage barn at the Highways Maintenance Facility, 3111 Philadelphia Road in Abingdon. The department recommended awarding $1,096,000 to Tech Contracting Company, Inc.; the board approved the award.
Melissa Cox of Public Works presented Solicitation No. 26-284 for replacement of two elevators at Citizens Care and Harborview, saying the parts are proprietary, obsolete and beyond useful life. The department recommended awarding $785,400 to Delaware Elevator, Inc., and the board approved the contract.
Chris Reilley from the Department of Law, Property Acquisition requested approval of two lease actions. First, a first amendment to the lease for 2027 Pulaski Highway, Suite 107 in Havre de Grace with Rock Glenn Commercial, LLC at $71,227.92 per year plus common area maintenance, with 2.5% rent increases in year three and year five of renewal terms. The record notes Patrick Vincenti "passed on his original vote, then voted for the lease." Second, Reilley recommended a fourth addendum to the lease for 23 North Main Street in Bel Air with 23 North Main, LLC at $223,244 per annum with a 3% increase per renewal term. Both lease actions were approved.
Bryan Lightner of the Department of Planning and Zoning presented Solicitation No. 26-150 (on behalf of Matt Kropp) for public engagement consultant services to support the County's comprehensive plan and recommended Wallace, Montgomery & Associates, LLP of Hunt Valley for a contract not to exceed $150,000; the board approved the award.
All motions recorded in the meeting were approved unanimously with one member absent. The Board adjourned at 1:19 p.m.
