Danbury Board declares emergency for piping replacement at Margerie Water Treatment Plant, waives bidding

The Board of Awards unanimously declared an emergency to replace process piping at the Margerie Water Treatment Plant after Superintendent of Public Utilities D. Day reported that the piping serving the Dissolved Air Flotation (DAF) Saturation Air Tank (SAT) was adversely affecting system operations.
Day told the Board the piping had been scheduled for replacement as part of the Margerie upgrade project but that the scheduled work would not occur for another two to three years. He moved to declare the replacement an emergency and to waive formal bidding procedures so work could proceed immediately. Day also moved to allow GHD, the City's on-call engineering contractor on the upgrade project, to coordinate with CH Nickerson, the original plant contractor, to perform the repairs contingent on execution of an acceptable contract.
The Board approved both motions unanimously. The minutes note that CH Nickerson built the Margerie plant in 1998 and is familiar with its systems; the contract and timing remain subject to negotiation and execution by the parties and Corporation Counsel.
