Danbury Board of Awards approves $659,839 amendment to shelter services agreement with ARC

The City of Danbury Board of Awards unanimously authorized a First Amendment to the memorandum of understanding (MOU) and subrecipient agreement with the Association of Religious Communities (ARC) to manage the Danbury Support Center at the 41 New Street and 98 Elm Street shelters, increasing the contract ceiling to an amount not to exceed $659,839.
Purchasing Agent Charles J. Volpe said the amendment raises previously authorized funding (originally authorized up to $530,000 on April 23, 2025) and that “the source of funds remained the same — the State of Connecticut Department of Housing 2024 Small Cities Community Development Block Grant (CDBG) and Emergency Shelter Services (ESS) grant.” The performance period was unchanged and runs through June 30, 2026.
F. Carvalho, Director of Health & Human Services, moved to allow execution of the updated MOU and subrecipient agreement; K. Prunty, Assistant Finance Director, seconded the motion. The Board carried the motion unanimously.
The amendment does not change the stated funding sources or the performance-end date; the Board’s minutes indicate the increase reflects updated program needs rather than a change in grant source. There was no recorded dissent nor any additional conditions attached to the approval.
