Moultonborough selectmen award $19,500 sole-source payroll contract, set rabies clinic and approve MOU with Sandwich

The Town of Moultonborough Board of Selectmen on Feb. 17 approved a $19,500 sole-source contract for managed payroll services with Municipal Resources, Inc., authorized a town-hosted rabies clinic, approved an intermunicipal memorandum of understanding with the Town of Sandwich and waived a $19.03 late-payment interest charge.
Town Administrator Angela Bovill presented a proposal from Municipal Resources, Inc. (MRI) and the board voted to approve the MRI quote dated Jan. 11, 2026, for managed payroll services in the amount of $19,500. Selectman James F. Gray made the motion to award the contract, to waive the competitive bidding requirement and to authorize the Town Administrator to sign; Vice Chairman Jonathan W. Tolman seconded. The board voted 5-0. The motion record identifies MRI as the town's current local provider for financial and payroll software support and cites that relationship as the justification for a sole-source award.
The board also approved use of Town Hall for a rabies clinic organized by the Town Clerk's office and the New Hampshire Humane Society on Saturday, April 18, 2026, from 2:00 to 4:00 p.m. Selectman Karel A. Crawford made the motion; Selectman Charles M. McGee seconded and the vote was 5-0.
A memorandum of understanding permitting the Town of Sandwich Police to use temporary space in the Moultonborough Police Department while Sandwich's police building is renovated was approved by motion of Selectman James F. Gray and seconded by Selectman McGee; the board voted 5-0.
The board granted a property owner's request to waive a $19.03 interest penalty arising from a late tax payment, citing postal delays. Selectman McGee moved to approve the waiver; Selectman Crawford seconded and the motion passed 5-0.
Bovill gave several administrative and capital-project updates. She said the town website now hosts a “countdown to Town Meeting” page with voter information and that Article 20 (library capital reserve fund language) was removed from the warrant after review by the New Hampshire Department of Revenue Administration, which determined the proposed language would change the fund's intent and require creating a new capital reserve fund and appointing agents to expend. Bovill also reported schedule changes for fire apparatus: Engine 4 factory completion moved from February to September 2026 and Engine 1 is projected for late in the first quarter of 2027. The town is in the design phase for a DPW pole barn and is awaiting additional pricing for a Public Safety pole barn and for transfer-station scale replacement options.
During citizen input, resident Joe Cormier of 817 Moultonboro Neck Road asked questions about the Crucon acquisition and said his input was intended to help Town Meeting proceed more quickly on Article 9. The board entered non-public session under RSA 91-A:3 II(a),(c) and (e) at 5:32 p.m. on a 5-0 roll call vote and adjourned the meeting at 6:50 p.m. on a 5-0 vote.
