The Moultonborough Planning Board on Feb. 25 approved a site plan for a second dwelling unit above a new garage at 56 Bos'n Way, voting 5‑0 to condition the approval on several technical and permitting items.
Town Planner Charles H. Wise told the board the Zoning Board of Adjustment had determined its variance allowing two dwellings on the 1.95‑acre lot still applies after moving structures, and that the ZBA’s Notice of Decision “carries forth.” Engineer Tobin Farwell confirmed corner stakes for the proposed garage had been set and that bunkhouse areas were reviewed during the site visit.
The board’s approval includes six conditions: a signature block with the owner’s signature on the plat; inclusion of FEMA floodplain location on the final site plan; administrative review and confirmation of bunkhouse placement consistent with the approved plan; submission of a new address application with the second‑dwelling building permit; final plat delivery to the Land Use Office in print and electronic (PDF) form; and required state permits for the three proposed septic systems.
Mr. Wise clarified how the bunkhouses are treated under local code: “The bunkhouses do count toward impervious coverage and lot coverage requirements,” he said, but they “do not count as dwelling units for density purposes per the Code and Compliance Officer’s determination.” Farwell told the board that three septic systems are proposed and that approvals from the New Hampshire Department of Environmental Services will be required.
Scott Bartlett and other members questioned whether the bunkhouses should be counted in lot coverage calculations before the board moved to approve the plan. The motion to approve the site plan was made by John Annaian and seconded by Scott Bartlett; the vote was recorded as PASSED 5‑0.
The approval is limited to site plan elements (location, configuration, and layout); the Zoning Board retained responsibility for density determinations tied to its prior variance. The project will need to secure the state septic approvals and complete the other listed conditions before the Vice Chair signs the final plat.
