Bridgeton council adopts three ordinances, tables several bills

Bridgeton’s City Council on Sept. 4 adopted three ordinances and tabled several proposed bills during a meeting that included brief presentations and council communications.
The council approved ordinance 24-39 (formerly bill 64-51), a tuition reimbursement policy for city employees. The motion to adopt passed on a roll-call vote of 8–0. Council member Grimmer praised the program’s $3,500 cap, saying it "would allow for 4 to 6 hours of study" and applauding employees who "take the initiative to better themselves." City administrator Bookout said employees have already begun to sign up and described the policy as an investment in staff.
Council also adopted ordinance 24-40 (bill 64-53), establishing a resident economic development advisory commission under the city charter, and ordinance 24-41 (bill 64-54), authorizing the mayor and city clerk to execute an easement to Union Electric Company for a portion of Taussig Avenue. Both ordinances passed by roll-call votes of 8–0.
Several bills were introduced and then tabled for later consideration. Council moved to table bill 64-56 during agenda approval; later in the meeting the council tabled bill 64-55 (the annual rate of tax levy), bill 64-57 (a proposed general fund unreserved minimum-balance policy set at 35%), and bill 64-58 (an agreement with PGAV Planners LLC for a comprehensive-plan update not to exceed $127,500). Motions to table each of those bills carried without recorded opposition.
On procedural business, the council approved corrected minutes from Aug. 21 after Council member Luke pointed out an error in the earlier vote tally on a tuition-increase item; three members abstained from that minutes vote (Grimmer, Hood, Patel). The meeting concluded after the council voted to move into a closed session to discuss legal matters (roll-call vote recorded as 7–0), at which point the regular meeting recessed.
