Rangeley committee raises alarm over slow progress aligning ordinances with comp plan; may seek town manager update

Members of the Rangeley Plan Implementation Committee expressed frustration on June 22 that several items the committee forwarded to the ordinance and planning boards had not moved forward.

Committee members said the committee had approved recommendations months earlier and expected the town manager and ordinance review committee to advance the work. One member warned that if ordinances are not updated to align with the adopted comprehensive plan there is legal risk: "By March 16, 2027, we're supposed to have all the ordinances in coordination by state law with the comp plan," a committee member said, noting a prior lawsuit that cost the town roughly $100,000 when mapping and ordinance language were unclear.

The committee agreed to ask the town manager for a status update and to invite the manager to the July 13 committee meeting if possible. Members also agreed to email the town manager and assistant town manager asking for a timeline and to escalate the request to the select board if the reply is unsatisfactory. No formal disciplinary action was taken; members said they preferred to seek clarity before escalating.

The committee also discussed budget and staffing constraints that may limit implementation speed — staff said consulting and overtime budgets had been cut and that planning staffing levels affect the committee's capacity to follow through. Members requested a clearer statement of available resources ahead of drafting guidance to the ordinance committee.
