Susquehanna Township ratifies $750,000 fire truck prepayment, rejects paving bid and backs ARLE grant application

Susquehanna Township's Board of Commissioners on June 11 ratified a series of contract payments and grant applications intended to preserve cost savings and advance infrastructure projects.
The board unanimously ratified a $750,000 prepayment to Glick Fire Equipment Company for the chassis of a Pierce Enforcer pumper. Fire Marshal George Drees explained the payment, made May 29, 2026, secured a discount of $143,852.79; the payment was drawn from the General Fund ($500,000) and a Gaming Grant ($250,000). Commissioner Fred Engle moved to ratify the payment and Commissioner Carl Hisiro seconded; the motion carried unanimously.
Engineers and commissioners also decided to reject the single bid received for the township’s 2026 paving program. HRG engineer Alex Greenly reported a lone proposal from Asphalt Maintenance Solutions for $529,964.87, which exceeded HRG’s engineer’s opinion of probable cost (base plus alternates estimated at roughly $372,352). Commissioner Steven Napper moved to reject the bid; Commissioner Carl Hisiro seconded and the motion carried unanimously. Commissioners discussed deferring micro‑surface work on specified streets because the bid did not represent cost savings.
The board ratified a 50% deposit previously paid to STS Innovative Interiors for police‑department furniture tied to the ongoing renovation. Director of Public Safety Robert Martin presented the proposal; the total contract will not exceed $181,826.16 and the deposit paid in March was $90,913.80. Commissioner Fred Engle moved to ratify the deposit; Commissioner Gary Rothrock seconded and the motion carried unanimously.
The board approved an intermunicipal cooperation agreement with Paxtang Borough for Susquehanna Township to provide street‑sweeping services at a fixed daily rate of $800 for a one‑year term. Interim Public Works Director Travis Mease said the rate was calculated from FEMA and township loaded rates; commissioners confirmed the township has two sweepers and does not expect capacity issues. Commissioner Steven Napper moved to approve the agreement; Commissioner Fred Faylona seconded and the motion carried unanimously.
On transportation funding, the board authorized HRG to prepare a full application to PennDOT’s Automated Red‑Light Enforcement (ARLE) program seeking approximately $662,000 for signal improvements at several intersections, and approved HRG’s fee not to exceed $3,500. Alex Greenly said the request would cover signal replacement at Front and Linglestown and targeted work at Walnut intersections. Commissioner Carl Hisiro moved to approve HRG’s proposal; Commissioner Fred Engle seconded and the motion carried unanimously.
Several other procedural matters were approved, including an amendment to a financial security agreement for Susquehanna Union Green Phase IIG to defer a stormwater basin until a later phase, and the board voted to advertise Ordinance 2026‑03 (to establish the township’s official fire and rescue service structure) for public hearing on July 9, 2026.
