Councilor Parks introduced a first reading of an ordinance amendment to Chapter 60 to permit the ambulance fund to support an annual EMS education allocation and an equipment reserve. Councilor Anand asked whether the draft should set parameters limiting the aggregate amount the fund could hold or require council approval for larger expenditures; staff replied that larger expenditures not included in a council-approved budget would return to the council for approval. Councilor Gale asked for clarity on capital-assessment provisions to ensure managers cannot shift costs to residents via large assessments.
