Mayor (speaker 3) announced Brown’s nomination and invited her to address the governing body. Brown said she grew up in the village, described herself as a water‑rights attorney and farmer and said she is committed to serving the community. Councilor Austin Murray moved to appoint Brown; the motion was seconded and approved by voice vote.
Brown was sworn in immediately and took her seat. Council members welcomed her and staff noted she will receive meeting packets and materials electronically as other councilors do. Mayor and fellow councilors encouraged Brown to recuse herself from any matters where she feels unprepared to vote.
The appointment came early in a meeting that also included multiple planning-and‑zoning nominations, public comments on a code enforcement case, and approvals of utility franchise and emergency drought measures. The council adjourned after scheduling a July meeting and a special session on the village’s 40‑year water plan.
