Pine County amends board operating guidelines to discourage campaigning during public forum

The Pine County Board of Commissioners voted to amend its board operating procedures to clarify that the public forum is intended for non-campaign-related grievances and is not a platform for campaigning.

Staff described the revision as a clarification to section 4, paragraph h of the board operating procedures adopted earlier this year, saying the language was intended to discourage use of the forum for campaign activity while preserving residents' ability to raise grievances. "We just didn't want public forum to be a campaigning form," the chair said during discussion.

Members debated the scope of the change. Supporters said the amendment provides guardrails to allow a chair to stop remarks that are overtly campaign-oriented while still allowing residents to bring issues forward. One commissioner expressed caution and asked for the county attorney's perspective; staff said state election law already restricts campaigning inside polling places during voting periods, and the proposed language is narrower and procedural in intent.

The motion to adopt the operating guidelines amendment was made, seconded and adopted by voice vote with one recorded opposition from one board member. (The vote was conducted by voice; the record shows one dissent.)

The chair said later that the board will communicate the guidelines to candidates and the public in advance of election-season activity.
