Residents urge enforcement on street parking, voice worries about pet ordinance and move pantry drop box to City Hall
Summary
Residents raised several neighborhood concerns at the Early council meeting: long-term trailer/camper parking near 2nd Street and Hickory (alleged violation of Chapter 68.08(18)), possible rewording of a proposed pet-limit ordinance to cap dogs, a coyote sighting and a request to move the food pantry drop box to City Hall; council directed follow-up actions.

Several residents addressed the Early City Council during public comment on June 7, urging enforcement and clarifying suggested ordinance language.
S. Bonebrake reported trailers and campers parked for multiple days along 2nd Street and Hickory, describing the conduct as a violation of city ordinance Chapter 68.08(18). Councilor Bill Cougill said he would provide the ordinance to the two residents and speak with them as a reminder; City Clerk Lexi Bainbridge was directed to contact the Sac County Sheriff's Office about enforcement.
D. Galvin and R. Galvin complained about increased barking and the potential effects of a proposed change allowing five pets per property. They urged more specific language and suggested a compromise reading—"no more than 5 pets per property not to exceed 3 dogs"—to prevent an influx of dogs that could not be properly cared for. Councilors said they would consider revised wording.
M. Johnson asked the council to move the food pantry drop box from the post office to City Hall because items placed in the post-office box were being removed by others before reaching the pantry. Council members supported moving the drop box to City Hall, which is locked at night and under surveillance.
A resident also reported a coyote on the outskirts of town; the clerk agreed to notify the Iowa Department of Natural Resources. The council did not take enforcement action during the meeting beyond directing staff follow-up.
