Early council adopts budget amendment, authorizes records destruction and approves routine contracts

Mayor Sharon Ann Irwin presided over the City Council of Early, Iowa, meeting on May 10, 2022, where the council approved a budget amendment and authorized the disposal of certain records.
Councilor Brian Pickhinke offered Resolution 22‑09, authorizing the city clerk to destroy specified city records in accordance with Section 372.13(5) of the Iowa Code. The resolution was seconded by Councilor Becky Blackman and adopted on a roll call vote with Pickhinke, Summer Schmitt and Blackman voting aye; Councilors Bill Cougill and Tim Langner were recorded absent at the time of the vote.
Councilor Pickhinke then offered Resolution 22‑10, adopting the fiscal‑year 2021–2022 budget amendment as published in The Chronicle on April 21, 2022. Councilor Summer Schmitt seconded and the measure passed by the same roll‑call alignment (Pickhinke, Schmitt and Blackman voting aye).
Earlier, the council approved a consent agenda on a motion by Councilor Becky Blackman, seconded by Councilor Schmitt. The consent agenda included approval of the meeting agenda, payment of listed bills, an alarm permit for Citizens 1st National Bank and the renewal of Casey’s tobacco license. The clerk read a detailed vendor list and those payments were included in the record.
The council approved a motion to sell several miscellaneous desks stored at the Municipal Building and, on a motion by Councilor Pickhinke seconded by Councilor Blackman, selected Blueline Cleaning LLC to provide professional cleaning services for the main areas of the Municipal Building, with payment to occur in the new fiscal year.
A separate motion by Councilor Pickhinke, seconded by Councilor Schmitt, corrected last month’s minutes to reflect a sheriff’s report noting that placing radio equipment on an existing tower could save roughly $700,000 on that project. A motion by Councilor Schmitt, seconded by Councilor Cougill, closed the meeting at 8:55 p.m.
The council’s actions formalize administrative and budgetary steps for the city and authorize routine operational contracts; the clerk is responsible for carrying out the record‑destruction schedule and for recording payments approved under the consent agenda.
