Separately, council approved an ordinance amending Chapter 32 of the municipal code to establish handicap parking at 480 South Indiana Avenue; the suspension of rules and final reading carried unanimously (12–0).
Clerk read four event/street‑closure requests (library family day, a teen event, a shred event, and a Rotary Halloween downtown) and council combined and approved them as a block (12–0).
