Board approves multiple contracts, MOUs and grants; several items pending legal review

The Wayne County Public Schools board approved several procurement items, contracts and committee recommendations at its July meeting and accepted multiple memoranda of understanding subject to legal review.
Facilities and procurement votes: the board approved a playground bid for White County Public Schools (award cited at $59,360 to Little River Lawn and Landscaping, five bids received) and approved a Rosewood Elementary furniture purchase quoted at $56,651.96 (a recorded vote was 5–1). The board approved a one-year service contract with Convergent to support access-control systems; that contract was approved on the floor with a recorded 6–0 voice vote.
Child nutrition: staff reported Child Nutrition solicited bids for bread products and received a single bid from Franklin Flowers Bakeries for $155,230 for the 2026–27 school year. The board approved the contract and staff said Child Nutrition funds would cover the cost.
Curriculum and grant items: the Curriculum & Instruction (CNI) committee recommended items including the Music Tech Empowers grant for Goldsboro High School and the Juntos MOA for Spring Creek and Goldsboro High; the Music Tech item was described as a grant to cover digital audio workstations and related equipment up to $50,000 and was approved pending final legal review. The board approved multiple CNI purchase orders and contracts and approved a remote-learning option at Wayne Middle High Academy to maintain instruction when disciplinary incidents compromise school safety (vote recorded 6–0).
MOUs and programs: the board approved an MOU with North Carolina State University’s College of Education to allow student teachers to complete practicum and student-teaching hours within Wayne County schools; that MOU was approved pending legal review. The board also approved the annual WISH (Wayne Initiative for School Health) program agreement — again pending legal review — which provides school-based health services at multiple district sites.
Next steps: items recorded as pending legal review (Music Tech grant paperwork, the NC State MOU, the WISH agreement) will return to the board after counsel finalizes required changes; staff indicated legal review had been requested or completed in some cases and that additional edits were incorporated for Music Tech.
