Union City Council unanimously approves package of ordinances, resolutions and community actions

Union City Borough Council on Sept. 16 approved a series of ordinances, resolutions and community items, all by unanimous vote of members present.
Key approvals included: advertising an amendment to the tenant-registration ordinance that would allow charging violators more than once per year when required information is not provided; a tax-exoneration resolution for 121 East High in the amount of $5,563.49 following purchase by the Land Bank; a resolution supporting Erie County’s creation of a countywide comprehensive housing plan (to be funded in part with MAP grant and Act 137 funds); amendments to Parking Ordinance 1137; and amendments to Zoning Ordinance 1118 (including definitions and regulation of redemption games and a new section 701.04 governing accessory structures on adjoining lots). The council also approved trick-or-treat hours for Thursday, Oct. 31, from 6:30 p.m. to 8:00 p.m.
Councilors moved and seconded the motions in open session and each motion "carried unanimously" among the four councilors present (Cross, Osborn, Steadman and Kerns). Where recorded, the motion mover and seconder were noted in the minutes; individual roll-call votes were not detailed beyond the unanimous result.
On the tax-exoneration item, the minutes state the Land Bank purchased the property at 121 East High and the council approved exonerating $5,563.49 in taxes. On housing, the council approved a resolution to support Erie County’s new comprehensive housing plan; meeting notes state the county will use MAP grant funds and Act 137 (Affordable Housing Act) deed-transfer funds to develop recommendations to improve housing quality and affordability. The borough noted residents have applied for Act 137 funds based on income.
Several routine administrative motions also passed without opposition, including approval of the agenda, minutes from the Aug. 27 meeting, acceptance of the secretary’s report, and authorization to pay outstanding bills.
Next steps: the tenant-registration amendment will be advertised for public comment; staff will proceed with CDBG application and contractor quotes for Municipal Lot #1 repairs (discussed separately).
