The Town of Surgoinsville Board of Mayor and Aldermen met April 14, 2025, at Surgoinsville City Hall and approved a slate of ordinances, contracts and purchases during a meeting that ran about an hour.
On routine business the board unanimously approved the March 10, 2025 meeting minutes after a motion by Vice‑Mayor Jarnagin and second by Alderman Bishop. Police Officer Gillenwater presented the March police report; Mayor Merrell Graham read the fire and maintenance reports. Vice‑Mayor Jarnagin moved to approve the department reports after an edit to the maintenance equipment expense to read $1,544.13; Alderman Bishop seconded and the board voted to approve.
On ordinances and contracts the board completed the second and final reading of Ordinance 182‑2025 (a municipal code amendment) on a roll‑call vote following a motion by Vice‑Mayor Jarnagin and second from Alderman Hoss. The board also approved the first reading of Ordinance 183‑2025, which would repeal and replace the municipal code section reconstituting the beer board to have three members; Alderman Hoss moved and Alderman Bishop seconded.
The board authorized several purchases and contracts: authorization for Assistant Maintenance Manager Brandon Depew to buy two steer tires with installation for the trash truck from Colony Tire for $688; approval for Mayor Graham and/or Recorder Megan Gentry to execute the FY2025 audit contract with Mickey Ellis for a $13,000 fixed fee (split 50:50 between General and Sewer funds); authorization for Police Chief Hammonds, Mayor Graham and Attorney Joe May to execute an interlocal cooperation agreement with the Third Judicial District Drug Task Force; and approval for Recorder Megan Gentry to purchase website creation and an SSL certificate from LGC for $3,868.03 with the appropriate budget amendment. The board also authorized a FY2026 contract with FTDD for local planning advisory services at a cost of $11,830.
Other authorized items included terminating short‑term disability coverage with AFLAC effective May 31, 2025, and transitioning to Principal Life Insurance Company beginning June 1, 2025 (recorded as producing a cost savings of over $3,600 annually); approving a $5,725 contract with Taff & Frye Co for abatement and disposal of siding at 113 Hendricks Street; and authorizing purchase of sealant and supplies for Riverfront restrooms up to $100. The board also acknowledged a debt obligation report submitted to the Comptroller's Office related to a loan for a flatbed truck and approved continuing FY2026 renewals for Phipps Bend fire coverage and the 'Little House' arrangement at 1034 Main Street with the schools.
